PARISH CLERK/RESPONSIBLE FINANCIAL OFFICER
Galleywood Parish Council is seeking to appoint a Parish Clerk and Responsible Financial Officer who will take overall responsibility for the Council’s day to day operations whilst helping develop and implement its future growth strategy and associated plans. The role could be either full time or part-time and includes attendance at evening meetings.
An appropriate qualification in local government administration would be an advantage, but training would be provided for the right applicant. The successful applicant would be expected to achieve a level 3 Certificate in Local Government Administration, within an appropriate period of time.
Working from the Council’s offices in the Keene Hall, Watchouse Road, Galleywood, Chelmsford CM2 8PT, applicants must be able to demonstrate a capacity to think and act strategically, have experience of administrative management, an ability to understand local government law and procedure, and have experience of line management of staff. Current Galleywood Parish Council staff includes the Deputy Clerk and village attendants.
Flexible working hours are available, providing the required meetings are attended and ad-hoc enquiries can be handled. Some home working maybe possible.
The role requires direct contact with Parish Councillors, City and County councils, and others such as partner organisations, and grant and service providers.
The successful applicant will have a flexible, motivated outlook and should be confident with minute taking and dealing with correspondence and the public.
Good literacy and IT skills are essential to the position as are the personal qualities of integrity, discretion, objectivity and impartiality.
The Parish of Galleywood has a population of approximately 6,000 residents and 2,500 dwellings. The Parish Council has nine Councillors and Full Council meets on the first Monday of each month. Other meetings are also regularly scheduled. The Clerk is expected to attend all meetings, which usually start at 7.00pm
